Jacques-Étienne Montgolfier
. French inventor and aviator. Mr. Montgolfier and his brother Joseph-Michel co-invented the hot air balloon in 1782, and conducted the first powered ascent. They also invented a process to manufacture transparent paper. Jacques-Étienne Montgolfier died on August 2, 1799 at the age of 54. . U.K.-born U.S. philosopher. Mr. Watts moved to the United States at the age of 23 and became one of America's best-known promoters of Zen Buddhism, although he was an Episcopal priest from 1945-1950. He died in his sleep on November 16, 1973 at the age of 58.

Martin Archer-Shee, 61
. U.K. military officer and politician. Sir Martin served with the Royal Navy (1886-1890) before becoming an officer in the British Army, winning the Distinguished Service Order in the Boer War and commanding three battalions in World War I, rising to the rank of Lieutenant-Colonel. A Conservative, he represented Finsbury in the House of Commons (1910-1923). Sir Martin was the half-brother of George Archer-Shee, whose acquittal on a charge of theft provided the basis for Terence Rattigan's play The Winslow Boy. Sir Martin died after a long illness.

. U.S. musician. Mr. McCoy wrote songs and produced records for a number of artists in the 1960s and ‘70s, but is best remembered for his one big hit as an artist, The Hustle, one of 1975’s biggest hits. He died of a heart attack on July 6, 1979 at the age of 38.

U.S. President Franklin D. Roosevelt delivered his annual State of the Union address to Congress, in which he asked Congress for passage of a National Service Act to encure full production for the country's war effort. He also asked for legislation to make use of 4 million men who had been classified as 4-F by the Selective Service administration; an amendment to the Selective Service Act providing for the induction of nurses; and universal military training after the war to preserve peace. The U.S. Selective Service announced that men aged up to 38 who, without consent, left jobs for which they had been deferred, would be inducted into the armed services. U.S. forces extended the front line against the German bulge in Belgium to 25 miles. Hungarian sources reported that German troops had penetrated 12-15 miles into Soviet positions northwest of Budapest. ELAS forces in Greece had reportedly left Athens the previous day, and there was no fighting on this day.

Diplomacy
Egyptian officials reported that King Ibn Saud of Saudi Arabia had agreed to participate with other Muslim states in a pan-Arab federation.

Business
U.S. Director of War Mobilization and Reconversion James Byrnes submitted an affidavit for the Chicago court fight over the U.S. Army's seizure of Montgomery Ward & Company in which he said that the firm's conduct, "if allowed to continue, will seriously interfere with the successful prosecution of the war." The Army had seized control of Montgomery Ward's Chicago and Detroit plants because of the company's refusal to obey National War Labor Board orders.

. U.S. politician. Mr. Wheeler, a Democrat, represented Montana in the United States Senate from 1923-1947, breaking with the Democratic Party briefly to run as the vice-presidential running mate of Senator Bob La Follette on the Progressive Party ticket in the 1924 U.S. presidential election. Sen. Wheeler supported the policies of President Franklin D. Roosevelt until 1937, when he opposed Mr. Roosevelt's plan to "pack" the U.S. Supreme Court. Sen. Wheeler was one of the most notable opponents of U.S. entry into World War II, but supported the war after the December 7, 1941 Japanese attack on the U.S. naval base at Pearl Harbor, Hawaii. Sen. Wheeler was defeated in the Montana Democratic primary in 1946, and retired from politics.

. Lithuanian-born South African politician. He served as Minister of Housing in the government of President Nelson Mandela from April 1994 until his death.

Louis Robichaud, 79
. Canadian politician. Mr. Robichaud, a Liberal, represented Kent in the Legislative Assembly of New Brunswick from 1952-1971 and was Premier of New Brunswick from 1960-1970. He was appointed to the Canadian Senate as a Liberal by Prime Minister Pierre Trudeau in 1973 and sat there until his 75th birthday in 2000.

Lois Hole, 71. Lieutenant Governor of Alberta, 2000-2005. Mrs. Hole was a succesful gardener, who with her husband Ted ran a large and successful greenhouse store in St. Albert. She served as Lieutenant Governor of Alberta from 2000 until her death from stomach cancer.

Crime
Former Ku Klux Klan leader Edgar Ray Killen was arrested as a suspect in the 1964 murders of three civil rights workers in Mississippi. He was later convicted of manslaughter and sentenced to 60 years in prison.

Environment
A train collision in Graniteville, South Carolina released about 60 tons of chlorine gas.
