Spencer Perceval. Prime Minister of the United Kingdom, 1809-1812. Mr. Perceval, ther seventh son of John Perceval, 2nd Earl of Egmont, was born in Audley Square in London. A Tory, he was shot in the chest as he entered the lobby of the House of Commons on May 11, 1812 by a merchant named John Bellingham, who believed he had been unjustly imprisoned in Russia and whose demands for compensation had been rebuffed. Mr. Perceval remains the only British Prime Minister to have been assassinated (so far).

The Tiger-Cats trailed 14-0 with less than 2 minutes remaining in the first half at Civic Stadium, but struck for 2 quick touchdowns to reduce the deficit to 14-12 and then outscored the Rough Riders 13-9 in the 2nd half to eliminate the defending Grey Cup champions from playoff contention. Buck Rogers opened the scoring with a field goal. Howie Turner and Choo Choo Roberts scored touchdowns, the second of which was converted by Mr. Rogers, to give the Rough Riders a 14-0 lead after the 1st quarter. Ottawa quarterback Tom O'Malley left the game with a wrenched back with less than 2 minutes until halftime, and the Tiger-Cats quickly struck with touchdowns by quarterback Bill Mackrides and halfback Bernie Custis. Joe Shinn and Cam Fraser scored touchdowns for Hamilton in the 2nd half; Tip Logan kicked 4 converts, and Mr. Fraser punted for a single. Mr. Roberts scored another touchdown for the Rough Riders in the 3rd quarter. Mr. Rogers converted and added another field goal. Each team made only 9 first downs. Mr. Mackrides completed 13 of 29 passes, while Mr. O'Malley and backup Alex Lawson completed 8 of 14.

Jack Jacobs completed 20 of 35 passes for 294 yards and 2 touchdowns to Tommy Ford, while Ralph McAllister rushed for touchdowns of 44 yards and 1 yard as the Blue Bombers beat the Eskimos before a Clarke Stadium record crowd of 16,000. Rod Pantages rushed for the first Edmonton touchdown and Rollie Miles scored the second on a pass from quarterback Claude Arnold. Mr. Jacobs added 3 converts, a field goal, and 2 singles. The Blue Bombers outrushed the Eskimos 253 yards to 56 and outpassed them 294 yards to 169. Mr. Arnold, who faced a steady rush from the Winnipeg defensive line, completed just 9 of 30 passes. Head coach Frank Filchock briefly relieved Mr. Arnold at quarterback in the 3rd quarter, but was booed by the fans, and left the game with a shoulder separation.

The Imperials led 2-0 at halftime, scored 2 converted touchdowns in the 3rd quarter, and held off a furious rally in the 4th quarter to defeat Balmy Beach. Bill Weiss punted for 2 single in the 1st quarter to give Sarnia a lead that held up until halftime. On the first play of the 2nd half, Sarnia quarterback George Curtis completed a pass to Jim Burr, who lateralled to Jack Glendenning, who went for a touchdown; the play covered 73 yards. Mr. Curtis completed a 26-yrd touchdown pass to Ken Foster later in the quarter. Johnny Chorostecki converted both Sarnia majors. Marty Carrington finished a 93-yard drive with a 1-yard touchdown rush early in the 4th quarter for the first Toronto touchdown. After Sarnia's Doug Passmore lost a fumble on the ensuing kickoff, Toronto quarterback Gerry Tuttle threw a 30-yard touchdown pass to Ken Smale. The Imperials blocked the convert attempts on both Balmy Beach TDs.

Pyotr Dolgov, 42
. U.S.S.R. military officer. Colonel Dolgov served with the Soviet airborne forces as a paratrooper in World War II, and with the Soviet Air Force after the war. He reportedly designed the ejection seats for the Vostok spacecraft. Col. Dolgov attempted high-altitude parachute jumps from a Volga balloon while testing an experimental pressure suit, and jumped from 93,960 feet; his helmet visor hit part of the gondola as he exited, and his suit depressurized, killing him. On December 12, 1962, he was named a Hero of the Soviet Union.

The U.S.S.R. launched the probe Mars 1.

Aviation
Yevgeni Andreyev, who jumped from a Volga balloon in Russia in the same event in which Col. Pyotr Dolgov was killed, set a world record for the longest free-fall parachute jump from 80,400 feet.

Ezra Pound, 87
. U.S. poet. Mr. Pound, an early figure of the modernist movement, was best-known for The Cantos (1917-1969). He supported fascism and Nazism and made radio propaganda broadcasts against the United States during World War II. Charged with treason when American forces captured him in Italy in 1945, he spent 12 years in a psychiatric hospital before being released. He then spent the rest of his life in Italy.

. U.S. film director. Mr. Vidor directed such movies as The Big Parade (1925); The Crowd (1928); Show People (1928); Hallelujah! (1929); Street Scene (1931); The Champ (1931); Our Daily Bread (1934); The Citadel (1938); Duel in the Sun (1946); The Fountainhead (1949); War and Peace (1956); and Solomon and Sheba (1959). He was nominated for the Academy Award for Best Director five times, but never won. Mr. Vidor was finally awarded an honourary Oscar in 1979.

James Broderick, 55. U.S. actor. Mr. Broderick, the father of actor Matthew Broderick, was best known for his starring role in the television series Family (1976-1980), for which he received an Emmy nomination in 1978.

Honda opened a factory in Marysville, Ohio, thus becoming the first Asian automobile company to produce cars in the United States. The Accord was the first car produced.

Major league baseball owner voted not to retain Bowie Kuhn as Commissioner beyond the expiration of his second seven-year contract in August 1983. The owners of 18 of the 26 clubs voted to give Mr. Kuhn a new contract, but he attracted the support of the owners of just seven National League teams, two fewer than the nine required.

. Canadian politician and journalist. Mr. Lévesque, a reporter with the Canadian Broadcasting Corporation and Radio-Canada in the 1940s and 1950s, led the Quebec separatist Parti Quebecois from its founding in 1968 until his death, serving as Premier of Quebec from 1976-1985. He submitted a referendum on what was called "sovereignty-association" to Quebec voters in 1980, but it was defeated by a 60%-40% margin.

The 13th Congress of the Chinese Communist Party concluded in Beijing with leader Deng Xiaoping, 83, giving up most of his positions and resigning from the ruling Politburo and the Central Committee.

J.T. Hay’s 32-yard field goal with 5:01 remaining provided the winning margin for the Stampeders. Calgary quarterback Rick Worman completed 17 of 29 passes for 337 yards and touchdowns to Jay Christensen in the 1st quarter and Marshall Toner in the 2nd quarter. Trevor Kennerd’s 46-yard field goal with 2:14 remaining in regulation time gave the Blue Bombers their win over the Argonauts before 26,288 fans at Winnipeg Stadium, clinching first place for Winnipeg in their first season of play in the East Division. Winnipeg quarterback Tom Clements completed 24 of 37 passes for 298 yards and 3-yard touchdown passes to Perry Tuttle in each of the 1st and 2nd quarters, but also gave up 4 interceptions. Toronto quarterback Danny Barrett completed a 36-yard touchdown pass to Darrell Smith on the last play of the 1st quarter and a 12-yard TD pass to Jeff Smith in the 3rd quarter.

Roy Dewalt’s 2-yard touchdown pass to Jim Sandusky with 1 second remaining in regulation time, converted by Lui Passaglia, gave the Lions their win over the Eskimos before 40,414 stunned fans at Commonwealth Stadium, clinching first place in the West Division for B.C. The Eskimos appeared to have the game well in hand, leading 32-16 after 3 quarters. Mr. Passaglia kicked an 18-yard field goal with 6:18 remaining to make the score 32-19, but the Eskimos appeared in control until Dwayne Derban blocked a Jerry Kauric punt and Kevin Dixon returned it 2 yards for a touchdown, making the score 32-26 after the convert with 2:36 remaining. The Eskimos controlled the ball and the clock enough that when they were forced to punt, the Lions had just 35 seconds to go with the ball on their own 6-yard line. The key play that followed was a 57-yard completion to Byron Williams on a play when he clearly interfered with Edmonton cornerback Stanley Blair, but wasn’t penalized. The Eskimos controlled the play for most of the game but scored just 2 touchdowns, on passes from Matt Dunigan of 13 yards to Chris Skinner in the 1st quarter and 23 yards to Stephen Jones in the 3rd quarter. Mr. Kauric converted both and added 5 field goals in 8 attempts. The Lions didn’t score a touchdown until the 3rd quarter, when defensive back Todd Wiseman returned a fumble 42 yards.

NFL
Albert Bentley rushed 29 times for 145 yards as the Indianapolis Colts improved to 4-3 with a 19-14 win over the New York Jets. Former Los Angeles Rams’ great Eric Dickerson, playing his first game with the Colts, rushed 10 times for 38 yards.

Damon Allen rushed for 1-yard touchdowns in each of the 1st and 3rd quarters and completed an 8-yard touchdown pass to Lonzell Hill in the 4th quarter as the Tiger-Cats defeated the Stampeders before 12,227 fans at Ivor Wynne Stadium. Eric Mitchel, who led all rushers with 19 carries for 72 yards, scored the only Calgary touchdown on a 5-yard run in the 3rd quarter.

Kent Austin’s 1-yard quarterback sneak for a touchdown with 17 seconds remaining in regulation time gave the Roughriders their win over the Eskimos before 26,329 fans at Commonwealth Stadium, preventing the Eskimos from clinching second place in the West Division. The drive was aided by pass interference and unnecessary roughness penalties against the Eskimos on consecutive plays. The Eskimos had taken a 24-23 lead on a 22-yard touchdown run by quarterback Tom Muecke, converted by Sean Fleming, with 2:32 remaining. Mr. Austin completed 25 of 40 passes for 320 yards and a 12-yard touchdown to Byron Williams in the 1st quarter. Mr. Muecke completed 21 of 40 passes for 293 yards and touchdown passes of 1 yard to Jim Sandusky and 16 yards to Craig Ellis in the 2nd quarter, but also threw 4 interceptions, one of which was returned 66 yards for a TD by Albert Brown in the 3rd quarter. Mr. Ellis led all receivers with 11 receptions for 164 yards, while Ray Elgaard led the Roughriders with 113 yards on 7 catches. Saskatchewan took 18 penalties for 120 yards, while Edmonton was flagged 13 times for 140 yards, with the Eskimos’ penalties proving costly.

Abominations
The Supreme Court of Canada, in a 5-4 decision, gave federal penitentiary inmates the right to vote in federal elections. The court held that denying inmates the right to vote did more to undermine their respect for democracy than to enhance it. The idea that people who’ve proven that they can’t be trusted to live in society shouldn’t be allowed to decide who governs the society is so obviously logical that it escaped the mentally and morally retarded members of the Supreme Court.

U.S. Federal District Judge Colleen Kollar-Kotelly approved an antitrust settlement reached a year earlier between the U.S. Justice Department and Microsoft Corporation under which Microsoft was barred from exclusive deals that would hurt competitors and called for Microsoft to treat manufacturers equally rather than retaliating against companies that created competing software. Judge Kollar-Kotelly added provisions requiring Microsoft to share more information with competitors on its Windows operating system, and directed the company to set up a compliance committee composed of Microsoft board members.
