Chester A. Arthur
. 21st President of the United States, 1881-1885. 20th Vice President of the United States of America, 1881. A Republican, Mr. Arthur became Vice President under James A. Garfield, and assumed the presidency upon Mr. Garfield's death on September 19, 1881. Regarded as a "machine" politician from New York, Mr. Arthur surprised observers by enforcing the Pendleton Civil Service Reform Act. Suffering from Bright's disease, Mr. Arthur declined to mount a serious campaign for election in 1884; he died on November 18, 1886 at the age of 57.

During construction of the Hennepin Island tunnel in St. Anthony, Minnesota (now Minneapolis), the Mississippi River broke through the tunnel's limestone ceiling, nearly destroying Saint Anthony Falls.

The “Saxby Gale”, predicted one year earlier by amateur astronomer British Navy Lieutenant Stephen M. Saxby, devastated Canada's Maritime provinces, particularly the Bay of Fundy region.

John Erskine
. U.S. scholar and musician. Professor Erskine taught at Amherst College (1903-1909) and Columbia University (1909-1937); in the latter position he formulated the General Honors Cours, responsible for inspiring the influential Great Books movement. Prof. Erskine wrote more than 100 books of fiction and non-fiction. He was a pianist and composer, known for writing libretti for operas, and was the first president of the Juilliard School of Music (1928-1937). Prof. Erskine died on June 2, 1951 at the age of 71.

Francis Peyton Rous. U.S. pathologist and virologist. Dr. Rous was awarded a share of the 1966 Nobel Prize in Physiology or Medicine "for his discovery of tumour-inducing viruses." He died on February 16, 1970 at the age of 90.

In a Union Association game, 2 errors by the St. Louis Maroons allowed the St. Paul Saints to score a run and escape with a 1-0 victory at Palace Park of America in St. Louis in a game called by rain after 5 innings. Charlie Sweeney pitched the first 2 innings for the Maroons and Henry Boyle the last 3, holding the Saints without a hit or a base on balls while striking out 9.

Jim Bagby, Sr.
U.S. baseball pitcher. Mr. Bagby played with the Cincinnati Reds (1912); Cleveland Indians (1916-1922); and Pittsburgh Pirates (1923), compiling a record of 127-89 with an earned run average of 3.11 in 316 games, and batting .218 with 2 home runs and 60 runs batted in in 325 games. His best season was 1920, when he was 31-12 with a 2.89 ERA in 48 games, leading the American League in games; complete games (30); innings pitched 339 2/3); hits allowed (338); and winning percentage (.721), while batting .252 with 1 home run and 14 RBIS in 49 games. Mr. Bagby helped the Indians win their first World Series in 1920, and was 1-1 in 2 games in the Series against the Brooklyn Robins, with a 1.80 ERA. He was the winning pitcher in game 5, and hit a 3-run homer, becoming the first pitcher to hit a home run in World Series competition. Mr. Bagby played 14 seasons in the minor leagues from 1910-1930, winning at least 132 games. His son Jim, Jr. was a major league pitcher from 1938-1947. Jim Bagby, Sr. died on July 28, 1954 at the age of 64.

The Philadelphia Phillies and New York Giants split a doubleheader at Baker Bowl in Philadelphia, with the Phillies winning the opener 5-4 and the Giants the second game 12-3. Chuck Klein of the Phillies hit his 43rd home run of the season in the first game to take the National League lead in home runs by one over Mel Ott over the Giants. After Mr. Ott hit a single in his first at bat in the second game, the Phillies walked him 5 times. Lefty O’Doul of the Phillies had 6 hits in the 2 games to establish a National League single season record with 254.

Rube Ehrhardt of the Cincinnati Reds pitched a 5-hitter for his only win of the season as the Reds routed the Chicago Cubs 9-0 at Redland Field. Not only was it Mr. Ehrhardt’s only win of the season, but it was the 193rd and last game of his 6-year major league career. Losing pitcher Mike Cvengros pitched a 14-hit complete game, allowing 9 earned runs, to fall to 5-4 for 1929.

Defense ministers from the North Atlantic Treaty Organization nations met in Washington and established a military committee headed by U.S. General Omar Bradley to formulate a defense plan for the alliance.

The U.S. House of Representatives Armed Services Committee voted for a broad inquiry into the status of U.S. defense, following revelations of widespread military dissatisfaction over armed forces unification. The committee exonerated the Air Forces of charges of corruption in its B-36 procurement program.

The Dodgers scored 4 runs in the 3rd inning, but the White Sox came back with 4 in the top of the 8th, capped by a 3-run home run by Sherm Lollar. Larry Sherry pitched the last 2 innings to get the win in relief of Roger Craig.

A Cuban Air Force pilot flew his MiG-17 jet to Homestead Air Force near Miami, Florida, where U.S. President Richard Nixon’s plane was waiting to return him to Washington. The flight was unchallenged by American air defenses; the plane was spotted only once by radar, and no interceptors were sent up to identify it. The Cuban pilot was given political asylum, and the jet was made available for return to Cuba.

Politics and government
A cabinet shuffle by British Prime Minister Harold Wilson included the appointment of a minister to negotiate Britain’s entry into the European Economic Community. Two new wide-ranging ministries were also created in a government-streamlining program aimed at domestic problems.

Disasters
Taiwan reported 75 dead and 31,000 homeless from typhoon Flossie’s four days of rain.

Devastating floods in western Algeria killed 68, injured 218, and left more than 100,000 homeless.

Mr. Harlow’s hit came off Don Stanhouse, who had just entered the game in relief of starting pitcher Dennis Martinez. Don Aase, who pitched 4 innings in relief of starter Frank Tanana, was the winner.

Leonard Rossiter, 57
. U.K. actor. Mr. Rossiter was a comic actor best known for his starring roles in the television comedy series The Fall and Rise of Reginald Perrin (1976-1979) and Rising Damp (1974-1978). He appeared in a feature film version of Rising Damp (1980), as well as Billy Liar (1963), Britannia Hospital (1982), and Water (1985). From 1978-1983, Mr. Rossiter appeared with Joan Collins in a series of commercials for Cinzano, examples of which can be found here, here, here, and here. Mr. Rossiter was acting at the Lyric Theatre in London in the Joe Orton play Loot, when he missed an entrance. He was found in his dressing room, dead of hypertrophic cardiomyopathy, a congenital weakness of the heart muscles.

Space
Five men and two women, the largest crew in the history of space flight to that time, lifted off in the U.S. space shuttle Challenger. Among the crew members was Canada’s first astronaut, Marc Garneau. The shuttle deployed a satellite to measure the amount of solar energy reaching the earth.

Crime
Police and Customs in Essex seized what was thought to be the biggest haul of cannabis made in a single raid in Britain.

Economics and finance
The United States Labor Department reported that unemployment in September remained at 7.3%.

As U.S.S.R. President Mikhail Gorbachev arrived in East Berlin for the celebration of the 40th anniversary of the German Democratic Republic, police in Dresden were busy holding back 10,000 people seeking to board trains coming from the West German embassy in Prague travelling through East Germany on their way to West Germany. Mr. Gorbachev, in apparent response to speculation that he wanted to see the East German government move more quickly toward reform, said that matters relating to the government would be decided "not in Moscow, but in Berlin."

Scandal
Disgraced televangelist Jim Bakker was convicted on all 24 counts of fraud and conspiracy in a U.S. federal court in Charlotte, North Carolina. The prosecution contended that Mr. Bakker had solicited donations for vacations he could not provide at his Heritage USA theme park in South Carolina and that he spent $3.7 million of the donations on his lavish lifestyle.

Environment
Yvon Charbonneau, chairman of Quebec's Commission of Inquiry on hazardous waste, published data stating that the Ministry of the Environment ignored where 60% of the 410,000 tons of hazardous waste produced annually in Quebec passed.
